FTA Participation


On January 5, 2015 a Full Funding Grant Agreement (FFGA), between the MBTA and the U.S. Department of Transportation Federal Transportation Administration (FTA) was signed that establishes the scope of federal participation in the GLX project. Under the FFGA, federal dollars will fund approximately one-half of the GLX project engineering and construction costs and Commonwealth of Massachusetts funds from MassDOT will pay for the other half. The federal participation for the project will be $996,121,000. The Commonwealth’s participation will be $996,122,000 plus finance charges, currently estimated to be $305.4 Million.

The FTA funding process started when FTA granted approval for the GLX Project to enter into the Preliminary Engineering phase of the project development process on June 11, 2012, which is the beginning date for potential FTA cost participation. Upon the subsequent enactment of the federal transportation funding authorization, Moving Ahead for Progress in the 21st Century Act (MAP-21), the GLX Project became reclassified as being in the newly-created Engineering phase of the project development process. The project was re-evaluated by FTA in the fall of 2013 utilizing new MAP-21 project evaluation criteria and received a favorable rating.

The New Starts Program is one of the most competitive federal funding programs in the nation. MassDOT and the MBTA have spent several years preparing application materials in support of the Green Line Extension. The June 2012 Preliminary Engineering approval under the New Starts Program represented federal endorsement of the project concept. Following FTA review of project cost and design details in the fall of 2013, the GLX Project was recommended to receive federal support. This recommendation was identified through inclusion of the GLX Project in the President’s FY2015 Budget. The final phase of the federal New Starts grant process was to work out the details of the Full Funding Grant Agreement including the specific level and timing of federal support for the project, which culminated in the signing of the agreement on January 5, 2015.
